Job Title: Commercial Proposals Bid Manager

Job Overview:

The Bid Manager will mentor the local proposal team and direct the day-to-day activities and report to the Annapolis Business Capture Process & Proposals Manager.

The will also be responsible for reviewing requests for information (RFIs) and requests for proposals (RFPs); develops proposal plans, outlines, compliance matrixes and schedules; and prepares questions for the commercial customer. Guide the proposal team and subject matter experts (SMEs) in preparing required components of the proposal (including, but not limited to, the management, technical, past performance, business, and commercial/cost/price volumes) and ensures that all proposal contributors understand the customer requirements. Reviews proposal drafts and final versions for responsiveness to RFP compliance, thoroughness, accuracy, staffing, financial considerations, quality, and effective design and layout.

Responsibilities:

  • Adhere to, and champion ISO process and procedures.
  • Assist in researching and collecting reusable proposal content and data.
  • Develops the proposal plan, annotated outline, compliance matrix, and schedule.
  • Ensures adequate resources are available to write to all requirements.
  • Leads proposal kick-off and daily stand-up meetings.
  • Leads and maintains results of bid/no-bid meetings.
  • Schedules DP Review reviews and ensures adequate resources are available to participate.
  • Creates corporate concepts and boilerplate content for use in future proposals.
  • Leads and maintains results of post-proposal efforts such as lessons learned meetings.
  • Leads pre-proposal activities such as review of past lessons learned.

Qualifications:

  • Proven direct experience producing proposals for commercial opportunities.
  • Demonstrated ability to handle multiple priorities in a fast paced environment.
  • Strong administrative, organizational, and leadership skills.
  • Proficient in MS Word, Excel, Project, Power Point, Excel, Adobe Acrobat.
